Befristete Beschäftigung von jüngeren Arbeitnehmern stark gestiegen

Abstract

Das Beschäftigungsförderungsgesetz 1994 sieht eine Verlängerung der seit 1985 geltenden Erleichterungen beim Abschluß befristeter Arbeitsverträge bis zum Ende des Jahres 2000 vor. Den Unternehmen wird damit eine flexiblere Personalpolitik ermöglicht. Auswertungen des Mikrozensus von 1994 zeigen, daß sie davon in Westdeutschland verstärkt Gebrauch gemacht haben. So stieg der Anteil von Zeitverträgen von 5,0 % (1993) auf 5,7 %, wobei vor allem Arbeitnehmer unter 25 Jahren und Ausländer betroffen sind. In Ostdeutschland ist der Befristungsanteil weiterhin doppelt do hoch wie im Westen. Dies ist hier allerdings auch auf den verstärkten Einsatz von beschäftigungsfördernden Maßnahmen (ABM und § 249h AFG) zurückzuführen. Während sich im Westen die Verteilung der Zeitverträge auf Wirtschaftsabteilungen kaum veränderte, kam es im Osten zu Verschiebeungen zwischen den Wirtschaftszweigen nach Auslaufen von Zeitverträgen im Zusammenhang mit Betriebsschließungen und durch verstärkten Einsatz von arbeitsschaffenden Maßnahmen.
