Abstract

"Im August 1993 wurde der niedrigste Stand der Inanspruchnahme von Kurzarbeitergeld seit seiner Einführung erreicht. Nicht nur die Zahl der Kurzarbeiter, auch der Arbeitszeitausfall hat sich reduziert. Seit Januar 1992 differenzieren sich die Anspruchsvoraussetzungen für die Inanspruchnahme von Kurzarbeit. 'Konjunkturelle' Kurzarbeit ist anteilmäßig ständig gestiegen. Das Verhältnis von 'struktureller' zu 'konjunktureller' Kurzarbeit entwickelt sich in den Wirtschaftgruppen unterschiedlich. In ihm spiegelt sich der fortschreitende Transformationsprozeß wider. Kurzarbeit hat für gut ein Fünftel aller von November 1989 bis November 1992 von Kurzarbeit Betroffenen den Arbeitsplatz erhalten und für weitere zwei Fünftel den Übergang in ein neues Beschäftigungsverhältnis zeitlich überbrückt."
