Abstract

"This research report presents the results of the implementation analysis of the “Pilot project for supporting low-skilled young persons and adults” in North Rhine-Westphalia. This project was initiated by the Regional Directorate of the Federal Employment Agency and the Ministry of Labour, Integration and Social Affairs of the federal state of North Rhine-Westphalia and was implemented locally at nine sites from December 2016 to November 2020. The programme addresses persons between the age of 21 and 45 without school-leaving qualification and aims at providing a certified vocational training. The process of qualification is conducted by training providers, with a modular design. Each vocation is broken down into 4 to 8 distinct modules with a duration of 2 to 6 months, each completed with a certified examination by the regional Chamber of Industry and Commerce. In addition, the participants are supported during their attendance by so called “qualification coaches” employed by the local employment services for the long-term unemployed. A final component consists of the payment of a premium of 400 Euro for each passed examination as well as 1 500 Euro after successful completion of the final examination. The accompanying study follows a reconstructive design, and is empirically based on the analysis of core programme-related documents as well as repeated interviews with selected participants and coaches from all sites involved in the implementation. The report contains a detailed reconstruction of the programme structure, varying forms of implementation of core elements of the programme’s treatment, a typology of the participants, a presentation of the structure of participants as well as specific recommendations for action."
