Tasas De Descuento Para La Evaluación De Inversiones Públicas: Estimaciones Para España

Abstract

. Por el momento existen pocos estudios empíricos sobre el valor de la tasa social de descuento adecuada para la evaluación de inversiones públicas. En este trabajo se lleva a cabo la estimación para España, siguiendo las dos teorías tradicionales, la tasa social de preferencia temporal y el coste de oportunidad social de los fondos públicos. Los resultados muestran que, lejos de lo que ocurriría en perfecto equilibrio, ambas magnitudes son significativamente distintas. La forma correcta de proceder al descuento social exige combinar ambos resultados, siendo la tasa de preferencia temporal, que para España se sitúa alrededor del 5%, la magnitud básica.
