Evolución Del Endeudamiento Autonómico Entre 1985 Y 1997: La Incidencia De Los Escenarios De Consolidación Presupuestaria Y De Los Límites De La Lofca

Abstract

. El presente trabajo tiene una doble finalidad. Primera, reformular y actualizar las estimaciones econométricas existentes que tratan de aproximarse a los factores explicativos del proceso de endeudamiento regional. Y segunda, contrastar el impacto de los distintos mecanismos institucionales diseñados para regular o controlar el uso de la deuda por parte de los gobiernos regionales, en especial, los límites de la Ley Orgánica de Financiación de las Comunidades Autónomas y los Escenarios de Consolidación Presupuestaria. De nuestro análisis podemos concluir, en primer lugar, que la deuda autonómica se destina a financiar gastos de inversión, pero también otros gastos corrientes y financieros; segundo, que existe una relación positiva entre el endeudamiento y la renta autonómica; y tercero, que tanto los Escenarios de Consolidación Presupuestaria como los límites a la ratio entre cargas financieras e ingresos corrientes parecen haber sido eficaces para moderar el crecimiento del endeudamiento regional.
