Dvadeseta godišnjica eura: zašto se neke zemlje još ne žele pridružiti?

Abstract

Dvadeset godina nakon uvođenja eura neke se europske zemlje još nisu voljne pridružiti monetarnoj uniji. Iako su obvezne uvesti euro, Švedska, Češka, Mađarska i Poljska odlučile su se za odgodu na neodređeno vrijeme. Postoje različiti ekonomski, politički, pravni, sociološki, pa čak i emocionalni činitelji za takvu odluku. U ovom se radu usmjeravamo na ključni ekonomski argument protiv uvođenja eura u tim zemljama – trošak gubitka monetarne samostalnosti. Naši rezultati pokazuju da već postoji visoka povezanost i usklađenost ključnih kamatnih stopa i poslovnih ciklusa između europodručja i ostalih zemalja EU-a. Poslovni ciklusi u objema skupinama zemalja pretežno su vođeni istim šokovima (engl. common shocks). Slijedom postulata teorije optimalnoga valutnog područja pružamo dokaze koji podupiru mišljenje da će zajednička monetarna politika u tim zemljama najvjerojatnije biti odgovarajuća zamjena za nacionalne protucikličke politike. Dakle, odluka ovih zemalja da se do daljnjeg ne pridruže europodručju ne može se objasniti čisto ekonomskim razlozima.
