Analiza modela stambenog financiranja u Republici Hrvatskoj

Abstract

Stambena problematika dio je ekonomske, financijske i socijalne politike svake države, pa je tako i u Republici Hrvatskoj. Radi pronalaženja pristupačnih rješenja koja bi prosječnim građanima omogućila rješavanje stambenog pitanja, stvarani su zakonski preduvjeti za realizaciju različitih modela stambenog financiranja. U novije doba u Hrvatskoj je moguće razlikovati četiri modela stambenog financiranja, koji su zasebno analizirani u ovom radu (bankovno financiranje, ugovorna štednja za stambene svrhe, Fond za dugoročno financiranje stanogradnje uz potporu države i Program socijalno poticane stanogradnje - POS). Najznačajniji su stambeni kreditori poslovne banke univerzalnog tipa, dok se veća kreditna aktivnost stambenih štedionica tek očekuje. Državni Fond za dugoročno financiranje stanogradnje uz potporu države nije se uhodao, a za najnoviji državni model, POS, vlada veliki interes građana. Međutim, problem stambenog financiranja, pomoću aktualnih modela, nije adekvatno riješen. Stoga je u ovom radu provedena komparativna analiza i vrednovanje sadašnjih modela stambenog financiranja, a na temelju rezultata i zaključaka iz provedenih istraživanja upućuje se na rješenja kojima bi se moglo unapređivati postojeće stanje i razvijati nacionalno tržište stambenog financiranja.
