Place-basedな中小企業金融政策の原点 : 終戦期大阪の近代化資金融資の事例

Abstract

本研究では，1950年代初頭に大阪府が実施した中小企業近代化資金融資制度が，融資対象企業の業績に与えた効果を検証した．帝国興信所の与信調査に基づく，大阪府中小企業に関する企業レベルのパネルデータを用い，差分の差分法による制度の効果検証を行った．分析の結果，融資対象企業では，生産水準の向上が見られたこと，融資の効果は太平洋戦争や朝鮮戦争による戦時経済・特需の影響により，地域間・産業間で異なることが示唆された．特に，軍需関連産業やその集積地に立地していた融資対象企業でのより大きな生産水準向上が見られた．
