移行経済諸国における貧困研究:貧困決定要因変化のメタ分析

Abstract

社会主義体制の崩壊に伴って拡大した当該地域における貧困の研究は,体制転換の開始からほどなく始まった.だがその様相は旧ソ連と中東欧とで異なり,また1990年代の貧困の拡大・安定フェーズと2000年代の貧困沈静化のフェーズがあるものと見られた.伝統的な貧困研究に導入される家計規模・教育水準・都市居住という要素の与える影響が年次によって或いは地域によって相異なる可能性を鑑みてメタ分析を試みた.その結果は概ね仮説を支持するものであった.1990年代には都市に立地していようと農村に立地していようと貧困に陥る確率に差は無かった.それが2000年代に入り,都市居住は有意に貧困に陥る確率を引き下げるようになった.他方旧ソ連と中東欧との間でも,貧困状況に影響を与える要因には相異が見られた.捉えられたこの現象は,今後の比較移行経済論が検討を進めるべき方向性の一端を指し示すものであるとも考えられる.またここで見た研究の趨勢は,着実な「移行」の進展を示唆するものであると捉えることも出来よう.
