Ｃｐｉ鉄道運賃の品質調整と鉄道業の生産性への影響

Abstract

消費者物価指数（CPI）の計測誤差の一つとして、品質向上分が十分調整されていないという問題が存在する。昨今、パソコン等の財について、ヘドニック・アプローチの実用化が進んでいるが、サービスについては、そうした手法を用いた品質調整がなされず、CPIの上方バイアスが生じているものと思われる。本稿では、CPIサービスのなかでも比較的ウェイトの高いCPI鉄道運賃について、混雑緩和、速達性の向上といった品質面の変化を調整した指数を試算し、さらに、そこで求められたCPIを用いて、鉄道業の実質輸送サービスとTFPを計測する。この結果、品質調整によってCPI鉄道運賃は大きく低下し、TFPでみた生産性は、近年の労働投入の減少もあって、JRは高い伸び、JR以外の民鉄も回復基調にあるということが示される。
