育児休業給付金と女性の就業

Abstract

本稿では，1995年と2001年の育児休業制度の改正が女性の就業継続に及ぼした効果について，Asai(2015)を取り上げて議論する．雇用保険から給付される育休給付金の支給は1995年から開始され，基本給付金と職場復帰給付金をあわせて，出産前平均賃金の25％が支給された．この給付金は2001年に引き上げられ，出産前賃金の40％が支払われた．育休給付金引き上げの恩恵をうけるために，もともと予定していた妊娠･出産の時期を遅らせることが困難であったため，これらの制度変更は母親の就業に対して外生であるとみなせるので，その政策効果を推定することが出来る．制度改正前に出産した女性を対照群，改正後に出産した女性を処置群とし，就業構造基本調査を用いて両者を比較した結果，育休給付金が母親の就業継続を押し上げたという証拠は得られなかった．育休給付金の引き上げが母親の就業継続を促進しなかった要因の一つには，育児休業後の子育てと就労の両立が難しいことが挙げられる．
