    孤立無業(Solitary Non-Employed Persons: SNEPスネップ)とは「20歳以上59歳以下の在学中を除く未婚者で、ふだんの就業状態が無業のうち、一緒にいた人が家族以外に連続2日間いなかった人々」を指す新概念である。総務省統計局『社会生活基本調査』匿名データを用いて集計したところ、孤立無業は2006年時点で100万人を超え、過去10年間に3倍以上の増加をみせている。スネップは、テレビの視聴時間等や睡眠時間が他の無業者に比べて長く、家族を含めた誰とも一緒にいない一人型の孤立無業ほどその傾向は強い。他者と交流のない分、家事時間が長くなるのは、家族と一緒にいる家族型の孤立無業のうち、女性のみである。スネップは電子メールなどインターネットの利用も少なく、パソコンゲームやテレビゲームの利用頻度も特別に多いとはいえない。過去一年にスポーツ、旅行、ボランティアなどを一切経験していないことも多く、孤立無業は総じて社会から距離を置いた生活を行っている。スネップは求職活動、就業希望、仕事につくための学習のいずれにも消極的であり、家族型の孤立無業ほどその傾向は顕著である。孤立無業の増加は、生活保護受給者の更なる増加など、社会の不安定化と財政負担の要因となり得るものであり、アウトリーチ活動の充実や福祉から就労への移行支援など、早急な政策対応が求められる。
