Hälsoekonomisk utvärdering av rehabiliteringsgarantin i Region Skåne – en retrospektiv registerstudie

Abstract

Institutet för Hälso- och Sjukvårdsekonomi (IHE) har tillsammans med den Hälsoekonomiska enheten, Kliniska vetenskaper, Malmö, Lunds universitet, på uppdrag av Region Skåne genomfört en analys av rehabiliteringsgarantin som implementerades under 2009 inom Region Skåne. 2008 infördes den nationella rehabiliteringsgarantin vars syfte vara att, genom utökad vård för depression, stress och ångest samt långvarig smärta i rygg nacke och axel, minska sjukskrivningar och därigenom samhällskostnaderna för ohälsa. I praktiken ledde detta till en satsning på kognitiv beteendeterapi och multimodal rehabilitering. Inom Region Skåne implementerades rehabiliteringsgarantin under 2009 och syftet med denna studie var att utvärdera interventionen i förhållande till sedvanlig behandling i Region Skåne. Fokus var på arbetsmarknadsutfall och kostnader för läkemedel och hälso- och sjukvårdsutnyttjande. Resultatet har sammanställts i en kostnad-intäktsanalys som visar kostnadseffektiviteten ur både ett samhälls- och en hälso- och sjukvårdsperspektiv. Studien finner att kognitiv beteendeterapi inom rehabiliteringsgarantin i förhållande till sedvanlig behandling är kostnadseffektiv men att multimodal rehabilitering inte är det.
