Unga under strecket – en ESO-rapport om fattigdom bland barn till utrikes födda

Abstract

När föräldrar har låga inkomster minskar barnens möjligheter att exempelvis resa på semester eller delta i fritidsaktiviteter som kostar pengar. Att växa upp i ekonomisk utsatthet kan påverka barns framtidsutsikter negativt. Av den offentliga statistiken vet vi att barnfattigdom är vanligare bland familjer med utrikes födda föräldrar, men variationen inom gruppen är stor och delvis outforskad. I den här ESO-rapporten studerar Anna Tegunimataka, Siddartha Aradhya och Raffaele Grotti barnfattigdom i Sverige med hjälp av inkomstbaserade mått på både relativ och absolut fattigdom. Ett särskilt fokus ligger på barn till utrikes födda föräldrar och på hur fattigdomsrisken varierar mellan olika invandrargrupper. I rapporten förs också en diskussion om vilken typ av politiska åtgärder som behövs för att stärka arbetsmarknadsetableringen bland invandrade föräldrar. Författarna pekar på behovet av att se över nivåer och indexering i centrala familjestöd för att motverka barnfattigdom. Dessutom lyfter de betydelsen av insatser som riktas direkt till barn, såsom subventionerade fritidsaktiviteter och kostnadsfri frukost i skolan.
