Abstract

Den svenska bostadsmarknaden har vuxit fram över lång tid och formats av flera decenniers politikåtgärder. Marknaden består av tre segment: småhus, bostadsrätter och hyresrätter. Dessutom ser marknaderna olika ut i olika delar av landet. Bostadsmarknadens grundläggande funktion är att förse invånare med mer än bara tak över huvudet: god boendestandard till rimliga priser. Som en följd av politiska reformer, i kombination med demografisk och teknisk utveckling, har de relativa priserna för olika upplåtelseformer förändrats markant under det senaste halvseklet. I den här ESO-rapporten analyserar Jan Jörnmark bostadsmarknadens förändring från 1960-talet fram till idag. Med hjälp av ett nytt och omfattande datamaterial visar Jörnmark hur bostadspolitikens reformvågor har påverkat bostadsbyggandet, hyresutvecklingen och bostadspriserna. En huvudtes i rapporten är att det krävs en fördjupad förståelse för de olika delmarknadernas prisbildning för att nå relevanta lösningar på dagens bostadspolitiska problem.
