Svarta siffror – en ESO-rapport om den kriminella ekonomins omfattning

Abstract

Den kriminella ekonomin och ekonomiska vinster från brottslighet är avgörande drivkrafter bakom brottslighetens utveckling. Men brottsinkomster är svårfångade och det har gjorts få försök att få en samlad bild av deras omfattning. I den här rapporten till ESO uppskattar Amir Rostami, Hernan Mondani, Johan Mellberg och Jesper Roine storleken på den kriminella ekonomin i Sverige. Genom att dela in den i fyra olika kategorier och sammanställa resultat från många olika studier landar de i mycket höga siffror – även om betydande osäkerheter kvarstår. Fram träder en bild där brottslighet inom ramen för legala strukturer spelar mycket större roll än till exempel illegala marknader som vapen- och narkotikahandel. Majoriteten av den kriminella ekonomins inkomster kommer från systemexploatering i form av svartarbete, arbetslivskriminalitet och välfärdsbedrägerier. För att minska strategiska sårbarheter i samhället menar författarna att det behövs en mer kunskapsbaserad och systemorienterad kriminalpolitik och ger flera exempel på vad en sådan kan innebära.
