De fattiga och de rika – en ESO-rapport om inkomstjämlikhet och inkomströrlighet i Sverige 1991–2021

Abstract

Gini-koefficienten är ett etablerat och ofta använt mått på inkomstspridningen i ett land. Måttet bygger på tvärsnittsdata och sammanfattar i ett enda värde inkomstjämlikheten, vilket möjliggör jämförelser mellan länder och över tid. Däremot säger Gini-koefficienten inget om dynamiken i inkomstfördelningen, det vill säga om individernas rörelser över inkomstfördelningen eller hur länge en individ stannar i en viss inkomstgrupp. Ett värde på Gini-koefficienten nära noll tyder på en jämlik inkomstfördelning. Men även ett lågt värde kan dölja ojämlikheter, till exempel om det är i stort sett samma personer som befinner sig i den lägsta respektive högsta inkomstgruppen över tid. För att få en bättre uppfattning om hur (o)jämlik inkomst¬fördelningen i ett land verkligen är, är det viktigt att även titta på andra mått än Gini-koefficienten. I den här rapporten till ESO föreslår Andreas Bergh, Åsa Hansson och Joakim Wernberg tre mått som kan användas som komplement till Gini-koefficienten. Med hjälp av dessa mått ger de en mer mångfacetterad bild av hur inkomstjämlikheten och inkomstdynamiken på individnivå sett ut i Sverige under 30 år. I analysen har författarna ett särskilt fokus på de lägsta och högsta inkomstgrupperna – de fattiga och de rika.
