Data i egna händer – en ESO-rapport om personliga hälsokonton

Abstract

Trots Sveriges målsättning att vara bäst i världen på e-hälsa 2025 brottas den svenska hälso- och sjukvården med stora problem när det gäller implementeringen av digital teknik. Många av landstingens informationssystem baseras på olika it-standarder vilket försvårar kommunikationen mellan behandlande vårdenheter på regional och lokal nivå. Det innebär att varje vårdgivare i princip måste samla sin egen patientdata vid varje vårdtillfälle. Utöver en administrativ belastning för personalen riskerar bristande kommunikation leda till att patienter får fel behandling. I den här rapporten till ESO presenterar Allan Gustafsson ett genomgripande förslag på lösning av vårdens informationsproblem. Genom ett personligt, digitalt hälsokonto kan individen få kontroll över sina egna data och själv bestämma vem han eller hon vill dela informationen med. Författaren undersöker också om förslaget är förenligt med EU:s dataskyddsförordning och menar att så är fallet. Hans rekommendation blir därför att staten bör bana väg för individuella hälsokonton så snart som möjligt.
