Tänk efter före! En ESO-rapport om samhällsekonomiska konsekvensanalyser

Abstract

Under de senaste decennierna har relativt omfattande reformer genomförts på olika områden i Sverige, t.ex. av skola, apotek och post. Även om reformerna haft positiva effekter har de också gett upphov till en del negativa konsekvenser som rimligtvis hade kunnat förutses om grundliga samhällsekonomiska konsekvensanalyser genomförts innan reformbesluten fattades. Internationellt sett jobbar OECD för att öka användningen av konsekvensanalyser för att säkerställa att reformers effekter för berörda blir identifierade och sammanvägda, men Sverige halkar efter på området. I denna ESO-rapport ger Sara Forsstedt exempel på svenska konsekvensanalysers bristande kvalitet och vad detta inneburit. Slutsatsen är att de analyser som görs kommer för sent och är alltför inriktade på konsekvenser för näringslivet. Rekommendationen är att göra förutsättningslösa samhällsekonomiska konsekvensanalyser i ett tidigt skede med brett fokus på konsekvenser för stat, medborgare och näringsliv.
