Skydda lagom – en ESO-rapport om miljömålet Levande skogar

Abstract

Sveriges riksdag har beslutat om 16 nationella miljökvalitetsmål, varav ett är ”Levande skogar”. Miljömålet innebär att skogens produktionsvärde ska skyddas samtidigt som den biologiska mångfalden bevaras. Trots många statliga, privata och ideella insatser är de flesta bedömare överens om att miljömålet inte kommer kunna nås till 2020. Även om skogen är en förnybar resurs finns en inneboende konflikt mellan nyttjande och bevarande. Frågan är hur mycket av den produktiva skogen som ska undantas från avverkning för att värna den biologiska mångfalden. Med andra ord, vad innebär det att skydda lagom? I den här ESO-rapporten diskuterar Magnus Nilsson kostnadseffektiva vägar för att nå miljömålet Levande skogar. Genom att jämföra kostnaderna för olika handlingsalternativ och även ta hänsyn till skogens klimatnytta ger författaren förslag på hur miljömålet kan uppnås till lägsta samhällsekonomiska kostnad. Eftersom kostnaden varierar avsevärt beroende på skyddsstrategi är det viktigt att skogsägare ges incitament till att miljöanpassa verksamheten på de arealer som faktiskt brukas samt kompenseras för den naturvård de utför.
