Lönar sig arbete 2.0? En ESO-rapport med fokus på nyanlända

Abstract

Lönar sig arbete? Frågan kan verka provocerande eftersom arbete i så stor utsträckning anses vara en viktig och fundamental del i livet; det ger inkomst, kanske självförverkligande och många gånger också en identitet. Vårt samhälle och vår gemensamma välfärd bygger också på att de personer som är i arbetsför ålder är med och bidrar genom sitt arbete. Men samtidigt värnar vi om att det ska finnas ett ekonomiskt skyddsnät som erbjuder en rimlig levnadsstandard för de personer som har svårare att komma in på arbetsmarknaden. Vad blir då egentligen det faktiska ekonomiska utbytet av att gå från olika ersättningssystem till arbete? Och hur mycket lönar det sig att arbeta ytterligare timmar om man redan har ett jobb? Redan 1997 – vid en tid med hög arbetslöshet och många förtidspensioner – publicerade ESO en rapport på samma tema. Nu, drygt tjugo år senare, fokuserar studien på en av de grupper som har svårast att etablera sig på arbetsmarknaden; de nyanlända flyktingarna. Rapporten belyser hur transfereringar, skatter och avgifter samverkar och ger förslag på förändringar som kan öka det ekonomiska utbytet av arbete.
