Abstract

The aim of this article is to re-contextualise the analysis of the effects of the war in Ukraine and the current crisis in the Middle East within the re-globalisation of the oil market. This process is shaped by shifts in power dynamics, ideas, interests and, consequently, governance institutions. These developments have undermined the strength of the idea at the heart of the European liberal project – the market and competition as synonymous with security of supply – to establish effective and inclusive governance of hydrocarbons. What, then, could be the new principle championed by Europe in the field of oil cooperation? Are the agendas of derisking interdependencies and accelerating the reduction in demand for hydrocarbons sufficient to drive a just and orderly transition and to act as a catalyst for international cooperation in this direction? The stakes are high. Within the context of today's fragmented geopolitical landscape, the challenge is to define a new form and new principles of cooperation so that the phase-out of oil does not become—solely and primarily—a source of conflict
