Des questions évaluatives pour améliorer les politiques régionales

Abstract

Le CESER rappelle dans ce rapport son attachement aux principes de l'évaluation, outil majeur de la vie démocratique à ne pas confondre avec le pilotage et regrette l'affaiblissement de cette pratique en Région Auvergne-Rhône-Alpes. Chargé par le législateur de contribuer à l'évaluation des politiques régionales, il propose pour deux politiques régionales majeures, formation professionnelle et Contrat Ambition Territoires, des questions évaluatives qui reflètent les préoccupations de la société civile organisée. Le CESER appelle l'Exécutif régional à se saisir de ces questions pour relancer une démarche d'évaluation systématique de ses politiques, en particulier pour les politiques partenariales Etat/Région. Il s'agit d'une exigence démocratique encore renforcée par le contexte de crise sanitaire, qui appelle à la mise en oeuvre de politiques publiques ambitieuses.
