Emploi et territoires: réparer les fractures

Les disparités territoriales d'exposition au chômage sont fortes en France à différentes échelles spatiales d'observations, entre quartiers, entre communes, entre départements ou entre régions. Ces inégalités sont plutôt stables dans le temps, témoignant de la persistance des effets de territoire sur le marché du travail, et elles ont fortement été creusés par la crise. Dans ce travail de synthèse, nous survolons les études statistiques appliquées sur ces questions, avant de discuter les politiques publiques qui peuvent être mises en œuvre pour réduire les fractures spatiales en matière d'emploi et de chômage. Ces politiques doivent privilégier des instruments doublement ciblés, à la fois sur des publics fragiles et dans les territoires les plus vulnérables, tout en agissant sur plusieurs leviers à la fois de façon à constituer un véritable policy mix spatial.
