Evaluation protocols for the economic impacts of implementation of practices and systems

This report establishes a framework and protocols to evaluate the potential economic impacts of implementing IPM practices.This document presents a structured evaluation protocol for assessing the potential economic impacts of implementing IPM-based practices, with a primary focus on farm-level costs, gross margins, and environmental externalities. The protocol is grounded in robust indicators, triangulated data sources, and a consistent modelling approach. This report is structured in two sections: The evaluation framework, containing the theory of change and conclusions of the monitoring and evaluation (M&E) design; and The proposed evaluation protocols, including for stakeholder engagement, data collection, verification, analysis and governance.To validate and test the practical applicability of the protocol, three case studies were developed in France, Ireland, and Croatia. These were selected to reflect different production systems (arable, cereal, and orchard farming), levels of pesticide dependency, and types of IPM intervention.The French case study draws on large-scale farm-level data to assess the viability of pesticide reduction without yield loss across a representative arable sample. The Irish case study models various pest interaction and IPM adoption scenarios for cereal crops under future regulatory conditions. The Croatian case study explores the cost-effectiveness of mating disruption in fruit orchards using local farm trial data.Together, these pilots confirm the feasibility of the evaluation protocol across a range of agronomic and institutional contexts, while highlighting the importance of context-specific modelling and reliable data for sound impact assessments.
