Abstract

Les fonds d'investissement à impact cherchent à maximiser les effets économiques, sociaux et environnementaux de leurs investissements, sous contrainte de soutenabilité financière. Pour justifier d'un rendement financier parfois réduit, ces fonds doivent être en mesure de démontrer la réalité de leurs impacts extra-financiers. L'évaluation d'impact est donc une dimension centrale de leur activité — et pourtant, elle reste largement sous-développée dans la pratique. Ce rapport, produit par la chaire Investissement d'impact de la Ferdi, se fixe trois objectifs. Premièrement, clarifier ce qu'est l'évaluation d'impact et comment elle peut être mise en œuvre par des fonds d'investissement. Deuxièmement, analyser les pratiques effectives des fonds à impact opérant en Afrique à partir d'une grille d'évaluation originale appliquée à 250 fonds. Troisièmement, proposer des pistes concrètes pour améliorer ces pratiques, sans perdre de vue que la mission première de ces structures reste d'investir.
