The social protection: an aid for obtaining employment[La protection sociale: un appui à l'obtention de l'emploi]

Currently, social protection through cash transfer and money against work plays an important role in the support of the unemployed in Madagascar. Indeed, the interest of our analysis focuses on the study of social protection activities carried out by the State contributing to the reduction of unemployment, such as the HIMO approach. The question to be asked is: to what extent does the social protection established by the state support people lacking employment? The method used is the mobilization of secondary data concerning the employment rate and social protection expenditures from the HIMO approach projects, by applying quantile regression. Thus, the interest variable is public expenditure on social protection according to the HIMO approach. And the explanatory variable is: the unemployment rate. Furthermore, the result indicates the following finding: when expenditure on social protection from the HIMO approach increases, the unemployment rate decreases. Thus, social protection by offering work, through the construction and rehabilitation of public infrastructure via HIMO, contributes to providing employment for the unemployed and underemployed.
