Abstract

Le processus multilatéral de gestion du changement climatique connait une crise majeure dont les récentes conférences des parties (COP) sur le climat, et notamment celle tenue à Belém en octobre 2025, ont été les témoins. Les raisons en sont plurielles. L'une d'elle a trait à la logique même de différenciation entre les responsabilités des pays développés et en développement sur laquelle reposait la Convention climat (1992). Tous les pays développés n'ont pas joué le jeu de l'atténuation et des financements de la même façon tandis que certains pays en développement sont désormais des émetteurs importants de GES sans contribuer pour autant au financement international. Les responsabilités communes doivent être réaffirmées et la différenciation adaptée à l'évolution des pays. Sans une réforme globale et profonde, le système entier, qui est à bout de souffle, risque bien de s'effondrer. Ceci arriverait au détriment de la lutte contre le changement climatique, mais aussi des pays en développement les plus pauvres et les plus vulnérables.
