Abstract

Ce rapport analyse l'évaluation du travail et des compétences dans les EHPAD du groupe ARPAVIE à l'issue de la crise sanitaire de 2020–2021. Il montre que la continuité de l'activité a reposé sur un travail réel largement invisible, mobilisant des compétences implicites, situées et collectives, difficilement formalisables dans les dispositifs existants. L'étude met en évidence un décalage structurel entre ces réalités de terrain et des outils d'évaluation majoritairement standardisés, individualisés et décontextualisés. Elle souligne le rôle central mais fragilisé du management de proximité, contraint d'absorber les désalignements organisationnels révélés par la crise. En analysant l'évaluation comme un dispositif organisationnel à part entière, le rapport montre que celle-ci tend davantage à normaliser le travail qu'à en reconnaître la complexité. Il conclut sur la nécessité de repenser l'évaluation à partir des situations réelles de travail, afin d'éviter un appauvrissement durable de la professionnalisation dans les EHPAD.
