Abstract

Ce papier réexamine la décentralisation fiscale à partir du principe de subsidiarité, définie par la capacité des collectivités à ajuster de manière autonome leur contrainte budgétaire intertemporelle. Il développe un cadre théorique dynamique fondé sur un modèle intertemporel de l'électeur médian intégrant la durabilité des biens publics, l'arbitrage impôt-dette et les coûts récurrents. L'analyse empirique repose sur un panel de communes françaises (2018–2021) estimé en panel dynamique avec résidualisation des dotations. Les résultats montrent une dynamique de dépense dominée par les coûts et le capital public.
