Abstract

Why a Democracy Data Space? Across Europe and beyond, democratic institutions face growing challenges: declining trust, fragmented participation tools, and increasing disconnect between civic engagement and public decision-making. While citizens continue to seek meaningful ways to contribute -particularly through digital means -current platforms often remain isolated, poorly coordinated, and insufficiently linked to institutional processes. The result is a widespread sense of disempowerment and limited democratic impact. This paper is not a final blueprint, but a call to action. It aims to lay the foundation for a broader ecosystem that enables democratic processes to be more connected, transparent, and responsive — using digital tools not to replace democracy, but to strengthen it.
