Abstract

La transition énergétique représente un défi majeur pour l'économie régionale, particulièrement dans les territoires fortement dépendants des énergies fossiles et des industries intensives en énergie. Afin d'anticiper ces impacts, nous proposons un indicateur synthétique mesurant la sensibilité des communes normandes à partir de plusieurs dimensions. Il permet d'identifier des pôles très exposés, des territoires résilients et des zones intermédiaires, tout en tenant compte des effets de contagion entre communes voisines. Cet outil offre aux décideurs locaux un instrument opérationnel pour cibler les zones prioritaires, coordonner les politiques d'adaptation et suivre dans le temps l'évolution de la vulnérabilité territoriale.
