Abstract

" À l'arrivée dans un nouvel établissement mais également dans son pilotage quotidien, le Directeur peut se retrouver confronté à des tableaux de bord constitués d'indicateurs non adaptés à ses besoins, complexifiant la prise de décision face à des arbitrages à rendre ou à l'identification d'objectifs et d'un plan d'actions. Nous proposons au travers de ce mémoire de cerner avec précision la notion de pilotage quotidien au travers de la constitution de tableaux de bord comprenant des indicateurs répartis par thématiques métiers. La question de l'utilisation d'un outil informatique pour constituer ces tableaux de bord est étudiée ainsi que leur emploi pour faciliter la comparaison entre SDIS et préparer des audits. Nous proposons un tableau de bord type issu d'une enquête menée auprès des SDIS. En corollaire, les préconisations de ce mémoire portent sur 3 axes majeurs : l'utilisation d'une matrice d'éligibilité des indicateurs afin de fiabiliser leur sélection, une utilisation dynamique des indicateurs retenus par le guide méthodologique de rédaction du SDACR et enfin une solution pragmatique pour la DGSCGC de pouvoir disposer d'un outil d'aide à la décision stratégique disposant de données historisées et en temps réel...à court terme. "
