Réinventer le volontariat pour éviter l'asphyxie d'un service public essentiel [ensosp]

Abstract

"Afin de faire face aux changements sociétaux, démographiques, climatiques et aux contraintes de ressources, les pratiques doivent être réinventées pour répondre aux exigences opérationnelles et relancer le volontariat. En effet, le contexte actuel met en évidence des besoins évolutifs de la population : besoin de proximité, de redécouverte du territoire, de mobilité, d'attractivité, qui influencent l'emploi et l'activité du volontariat. Alors que la structure familiale évolue, le bénévolat reste présent mais en tension. Dans le même temps, la fluctuation des températures, la sécheresse, la prévention des feux de forêt et les inondations demeurent des indicateurs climatiques nécessaires à une vision prospective. Ces impacts multifactoriels nécessitent un repositionnement des acteurs de la sécurité civile, une nouvelle forme d'engagement des sapeurs-pompiers et un encadrement de proximité aguerri au management afin de faire face. Aussi, le diagnostic identifie un certain nombre de clés. Celles-ci seront-elles suffisantes pour comprendre le volontariat et éviter l'asphyxie d'un service public essentiel ? Elles amènent à s'interroger sur les moyens, les ressources et les capacités des SDIS et des chefs de centre à lutter pour répondre à la sollicitation opérationnelle dans la prochaine décennie. Ces questionnements font donc éclore une problématique déterminante à la survie d'un système unique et performant."
