La protection civile européenne : quelles perspectives pour les services départementaux d'incendie et de secours ? [ensosp]

Abstract

Ce mémoire présente les opportunités pour renforcer le développement de la protection civile européenne. Dans un premier chapître, est présentée l'attention politique soutenue dont elle bénéficie malgré de nombreux obstacles (nomenclature budgétaire mouvante, périmètres instables réalisés en fonction des circonstances, visibilité atténuée par les enjeux extérieurs à son propre champ d'action). Le deuxième chapître présente les liens entre les SDIS et la protection civile européenne : - d'une part, les faiblesses liées à la souveraineté nationale, aux engagements bilatéraux de la France qui n'engagent pas les SDIS, etc. - d'autre part, les atouts incontournables des SDIS : la coopération décentralisée en France, les SDIS en tant qu'acteurs et utilisateurs potentiels des structures réalisées par la Communauté Européenne, le souhait des SDIS de développer leur action au delà des limites territoriales.
