La place de l'Officier SIC au sein des SDIS, état des lieux et perspectives [ensosp]

Abstract

" L'officier des systèmes d'information et de communication dispose aujourd'hui d'une compétence peu connue, mais également d'un positionnement mal identifié dans les fonctions qu'il exerce. Passer de la filière " Transmissions " à la filière " Systèmes d'Information et de Communication " fut une avancée marquante en terme d'ouverture aux autres systèmes, pour ne plus restreindre l'officier transmissions à des missions uniquement dédiées aux radiocommunications. Toutefois, à l'aube d'un virage technologique majeur avec les arrivées de NexSIS et du RRF, il nous est apparu opportun de pouvoir faire, dans un premier temps, l'état des lieux de l'emploi de l'officier SIC, puis dans un second temps de pouvoir proposer des éléments à prendre en compte afin d'améliorer la situation de l'OFFSIC de demain. Au travers d'une étude des fonctions SIC chez les autres forces, mais également grâce aux éléments recueillis lors d'enquêtes auprès des officiers de la filière et des directeurs départementaux, une redéfinition des missions dédiées aux OFFSIC semble se dessiner, autant dans sa formation que dans les fonctions qu'il exercera réellement. Sans pour autant donner des réponses figées, notre mémoire tente d'apporter un éclairage sur l'avenir de celui qui devient indéniablement un élément clé dans la chaîne des spécialistes sapeurs- pompiers. "
