Abstract

" Créé en 2001, le mécanisme de protection civile de l'Union (MPCU) a pour objectif de fournir aux pays participants les moyens de s'entraider ou de prêter assistance aux pays tiers. La France est particulièrement impliquée dans ce mécanisme, avec 15 % des modules de la réserve européenne de protection civile « rescEU » et un officier relevant des emplois supérieurs de direction détaché en qualité d'expert national auprès de la Commission européenne. Par ailleurs, la France a appelé en 2017 les États européens à construire ensemble une Europe de la sécurité et de la défense, « une Europe qui protège ». Pour répondre à ce défi, une stratégie européenne vient d'être validée et la protection civile européenne doit y trouver sa place notamment pour les aspects recherche et innovation et au regard des enjeux diplomatiques, économiques et de leadership. L'analyse réalisée à partir des acteurs en présence et des principaux enjeux amène à s'interroger sur la présence d'experts « protection civile » français au sein des structures de coopération européenne et plus largement au sein de la Représentation permanente chargée de défendre les positions françaises et de renseigner les pouvoirs publics nationaux. "
