Abstract

" Dans notre société globalisée, instable, interdépendante et interconnectée, l'approche systémique des crises permet de porter une vision stratégique et prospective sur les interrelations complexes entre géopolitique, économie, environnement, santé et nouvelles technologies. L'ensemble des risques et menaces de notre planète est aujourd'hui entré en résonance par les échanges de flux : d'humains, de marchandises, de capitaux et d'informations. L'équilibre précaire de notre système est menacé par les dérèglements environnementaux, la diminution des ressources et notre avidité énergétique. Notre modèle fondé sur la croissance économique et démographique devra faire face à des ruptures de nos systèmes alimentaires, sociaux, commerciaux, médicaux ; à des déplacements massifs de population, des conflits armés, des épidémies et des famines qui ébranleront la stabilité, voire la viabilité, de nos sociétés hypercomplexes et vulnérables. Le concept polysémique de résilience peut prendre tout son sens à l'échelon territorial dans des initiatives de " transition " qui s'emploie à construire de manière anticipée " le monde d'après " afin de limiter les impacts d'une crise systémique globale. Cette " résilience commune ", ce " nouveau phare " pour naviguer en temps de catastrophes, représente dès aujourd'hui une innovation sociale territorialisée, un modèle coopératif, un système apprenant collectif. "
