Abstract

" Le contrôle interne est une méthode d'organisation d'une structure par la maîtrise de ses vulnérabilités. Porté par la gouvernance, il constitue un outil stratégique complémentaire aux notions d'audit et d'autoévaluation. Cette méthode d'organisation nécessite une cartographie des risques, la définition de seuils critiques et le choix de gestion des risques résiduels. Les services départementaux d'incendie et de secours sont culturellement orientés vers les risques qui menacent la population qu'ils défendent. Ils méconnaissent souvent leurs propres fragilités. Dans un environnement incertain, ce mémoire démontre la plus-value de la maîtrise des vulnérabilités et propose des outils et méthodes de mise en place. "
