La cohérence de la planification orsec départementale [ensosp]

Abstract

" La cohérence de la planification ORSEC départementale est étudiée à travers deux champs distincts. Tout d'abord, le champ de son articulation au sein d'un système de planification de défense et de sécurité nationale élaborée par le SGDSN et donc de son articulation avec d'autres planifications. Puis, le champ de son opérationnalité : à partir de documents théoriques, il est question de définir comment arriver à gérer une crise de façon performante. Pour appréhender ces différentes données, il est nécessaire de comprendre comment la planification s'est construite en France à travers le XXème et le XXIème siècle, quels en sont les enjeux, ses acteurs et quels ont été les objectifs de départ inhérents aux situations vécues. La multiplication des risques et des menaces impose aujourd'hui de renforcer le travail interministériel par l'élaboration de nouvelles méthodes communes recherchant les effets à obtenir, les activités à sauvegarder et structurant les plans par des actions réflexes et des aides à la conduite opérationnelle en situation de crise qui, par définition, est imprévisible et déstabilisatrice de l'organisation courante. Comment l'organisation de la planification ORSEC peut-elle répondre demain à ces enjeux majeurs ? "
