Les effets de distorsion du financement bilatéral pour l’atténuation du changement climatique sur l’APD

Abstract

Puisqu'il n'y a qu'un seul climat, la réduction des émissions de gaz à effet de serre (GES) est un bien public mondial parfait. Comme les avantages sont mondiaux, l'atténuation du changement climatique ne peut pas être considérée comme ayant pour objectif principal le développement économique et le bien-être des pays en développement, lequel constitue le critère d'éligibilité fondamental de l'aide publique au développement (APD). Par conséquent, l'éligibilité de l'atténuation du changement climatique dans l'APD est en question. Or sur la base des rapports d'APD des pays membres du Comité d'aide au développement (CAD), le total annuel des financements visant à atténuer les changements climatiques inclus dans l'APD a atteint environ 30 milliards de dollars en 2022-2023, soit 20 % de leur APD allouée aux pays en développement.
