Le contrôle des finances publiques et de l'exécution du budget de l'Etat en RDC

Abstract

Le contrôle des finances publiques et du budget de l'État en RDC repose sur trois mécanismes principaux : administratif, politique et juridictionnel. Le contrôle administratif est assuré par les autorités hiérarchiques, la Direction Générale du Trésor et de la Comptabilité Publique (DGTCP) auprès des comptables publics, ainsi que l'Inspection Générale des Finances (IGF), qui veille à la régularité et à l'efficacité de la gestion des fonds publics. Le contrôle politique est exercé par le Parlement, notamment à travers l'examen et l'adoption des lois de finances, le suivi de l'exécution budgétaire et la mise en jeu de la responsabilité des gestionnaires publics. Enfin, le contrôle juridictionnel est du ressort de la Cour des comptes, qui juge les comptes des comptables publics, contrôle la gestion des finances publiques et sanctionne les irrégularités financières. Ces différents mécanismes visent à garantir la transparence, la discipline budgétaire et la bonne gouvernance dans la gestion.
