Abstract

Les voix s'élevant pour une réforme du cadre budgétaire européen pré‐datent la crise sanitaire actuelle. Or l'activation en mars 2020 (a priori au moins jusque 2022) de la clause dérogatoire générale présente une opportunité d'acter une réforme pour un cadre cohérent et gérant les externalités de demande et de solvabilité présentes dans l'Union (pour plus de détails, voir Martin, Pisani‐Ferry et Ragot, 2021). Une telle réforme requiert une compréhension du cadre actuel et de ce qui le rend inapplicable au contexte actuel. Dans ce Focus, nous expliquons quelles règles sont en vigueur aujourd'hui, par quelles institutions elles sont mises en œuvre, et comment elles ont été réformées dans le temps. Enfin, nous terminons par des explications sur sa faible application.
