The Slovak Republic : grain market policy and accession to the European Union

Abstract

Deux objectifs doivent être pris en compte dans la conception du développement de la future politique céréalière de la République Slovaque : (i) amélioration de l'efficacité du marché intérieur, (ii) préparation du terrain pour l'intégration dans l'Union européenne (UE). Comme l'UE elle-même se dirige vers des marchés de gestion moins directs et vers des paiements directs plus ciblés, ces objectifs ne sont pas incompatibles. Les recommandations couvrent deux phases successives que le pays doit vivre avant son accession à l'UE : d'abord mettre en place un environnement plus compétitif ; puis donner la possibilité aux participants du marché de s'organiser pour affronter la compétition élargie et de présenter de nouveaux outils pour la gestion du risque des prix. Il faut garder à l'esprit que tout ceci ne pourra se faire que sur un long terme.
