Le processus de création de l'Agence Française de Sécurité Sanitaire des Aliments : généalogie, génèse et adoption d'une proposition de loi

Abstract

Un peu plus de deux ans après l'éclatement de la crise de la "vache folle", la France se dote d'une agence indépendante dont la principale mission est d'organiser l'évaluation scientifique des risques sanitaires liés à l'alimentation. Il s'agit là d'un changement indéniable qui intervient dans les politiques publiques de l'alimentation. Les principes de la sécurité sanitaire, hier limités aux enjeux touchant les produits de santé, s'appliquent désormais dans le domaine de l'alimentation. La loi sanctionne une orientation nouvelle pour l'action publique mais également la création d'une nouvelle structure administrative de nature à modifier les modes de régulation et les relations entre les acteurs.
