The Eastern enlargement of the EU : the agricultural challenge

Abstract

L'élargissement de l'Union européenne (UE) aux pays d'Europe centrale et orientale (PECO), Pologne, Hongrie, République Tchèque, Slovaquie, Roumanie et Bulgarie, est de grande ampleur du point de vue démographique et agricole. Les PECO sont beaucoup plus pauvres et plus agricoles que la moyenne des pays de l'UE. Après avoir analysé le secteur agricole de l'UE et des PECO, ce document fait le point sur la transition, lente, et la privatisation qui s'avère plus apparente que réelle, freinant le développement du potentiel agricole des PECO. Il traite ensuite le problème de l'extension de la PAC inchangée aux PECO et de la compatiblité avec les accords du GATT. Le coût de cet élargissement pour la PAC pourrait varier de 13 à 24 milliards d'écus selon les modalités et l'horizon d'intégration. Une intégration rapide mais partielle (union douanière), et par suite nettement moins coûteuse, est recommandée avec des ajustements complémentaires pour la PAC.
