Abstract

La littérature récente sur les PSE (cf le numéro spécial de Ecological Economics 2010 intitulé "Reconciling theory and practice : An alternative conceptual framework for understanding payments for environmental services") met en avant l'importance des coûts de transaction dans la gouvernance des PSE. Toutefois, l'évaluation concrète de ces coûts est rarement menée. Ce document vise justement à combler cette lacune en proposant une évaluation des coûts de transaction concernant la mise en place de trois PSE à Madagascar. L'originalité de l'approche est également de considérer que les coûts de transaction peuvent être un indicateur intéressant pour comprendre les enjeux de gouvernance, ce qui diffère de l'approche néoinstitutionnelle classique qui aborde ces coûts comme une norme à minimiser (la structure de gouvernance à sélectionner est celle qui minimise les coûts de transaction). Les coûts de transaction deviennent ici un élément d'une démarche compréhensive plus proche du viel institutionnalisme. Lien: http://www.serena-anr.org/PDF/CAHENFOUROT_WP2011_06.PDF
