Abstract

Depuis le mois de juin 2000, les perspectives de croissance dans la zone euro n'ont pas été fondamentalement modifiées. Elle devrait être, en toute probabilité supérieure à 3 % pour les années 2000 et 2001, selon les prévisions réalisées avant l'été (OCDE, FMI, CE etc..). Si l'on doit se réjouir de ces perspectives qui semblent annoncer un vrai retour de la croissance en Europe, on ne saurait cependant faire table rase du passé. L'Europe a accumulé dans les années quatre vingt dix un retard de croissance assez considérable non seulement par rapport à l'ensemble des pays de l'OCDE, mais aussi par rapport à son propre potentiel de croissance (...).
