Abstract

Comme l'a montré le creusement des déséquilibres avant la crise, puis la crise elle-même, l'euro souffre d'une organisation défaillante qu'il est difficile de corriger. L'article critique certains pistes actuellement proposées : la gouvernance par des règles, l'union politique, le fédéralisme budgétaire, la régulation par les marchés financiers. Il montre que l'euro ne peut survivre que si les pays pratiquent une coordination ouverte de leurs politiques économiques, s'accordent sur un objectif de plein-emploi et de résorption des déséquilibres courants, et, que dans ce cadre, la BCE garantit les dettes publiques.
