Abstract

L'article s'intéresse à la genèse des « Comptes de santé OCDE », la nomenclature internationale de référence sur le niveau des dépenses de santé. Il montre comment le travail sur la santé à l'Organisation pour la coopération et le développement économique (OCDE) a d'emblée été pris dans un programme de réduction des dépenses publiques, et influencé au début des années 1980 par les agendas politiques conservateurs de certains pays membres de l'Organisation. L'article montre que la focalisation sur les dépenses de santé ne s'est imposée qu'à la faveur du déclin de légitimité de l'Organisation mondiale de la Santé (OMS) à la fin du xxe siècle. Ainsi, l'article montre que ce qui compte pour la statistique internationale est le produit de rapports de force entre bureaucraties.
